v1.4.0 — Stripe decline intelligence + Cancelled by Stripe status

Added

• Stripe decline intelligence: every failed Stripe payment now records the real decline reason (Radar block, risk level, Radar rule, decline code, card details) as order meta, a plain-English order note, and a prominent Stripe decline panel on the order edit screen with a direct Review it in the Stripe Dashboard link.
• New "Cancelled by Stripe" order status (fraud-stripe): orders Stripe blocks as fraudulent (Radar block, or issuer decline codes fraudulent / stolen_card / lost_card / pickup_card / merchant_blacklist) are marked automatically. Toggle under Detection Rules → Gateway Fraud Signals (on by default); the decline record is written regardless.
• Blurple Fraud (Stripe) badge and a dedicated Orders-list filter for gateway verdicts.

Changed

• Status labels simplified: Auto Cancelled and Cancelled by Stripe (slugs unchanged, existing orders unaffected).
• mark_as_fraud() gains $report_ip and $status arguments. Gateway verdicts are never reported to AbuseIPDB (public reports are irreversible; Radar can false-positive on a real customer).
