Persist session state

Fixes a v3 manifest issue introduced by the migration to a background service worker. In this new framework, workers are aggressively put to sleep when idle which clears out any in-memory state. So if the extension went idle, new wikipedia navigation events were not getting associated with their parents properly.

This release moves the wikimapper session state out of the background script's memory and into the browser's ephemeral session storage.
