old Win32 binaries to be used with pdfsizeopt

This release contains Win32 binaries to be used with pdfsizeopt.

To install pdfsizeopt, please follow the Installation instructions and usage on Windows section in https://github.com/pts/pdfsizeopt.

Please don't use the Source code downloads here.
