• Release CI validates credentials, package recipes and dependency sources
  before the expensive builds, and prepares packages, checksums, manifests
  and the source offer before publishing. Docker platforms build independently,
  use native ARM64 runners, and publish the exact images validated by CI
  without rebuilding. Experimental coverage runs separately from the release
  gate; bounded compiler caches speed up repeated emulated builds.

• Release downloads add amd64v3 builds for CPUs with the full x86-64-v3
  feature set, including AVX2. Every existing amd64 binary and package
  format has a counterpart: Linux glibc and musl binaries, .deb, .rpm
  and .apk packages, macOS binaries, FreeBSD binaries and .pkg packages,
  OpenBSD, NetBSD and illumos binaries, and Windows .exe, .zip and
  .msi downloads. All eight Docker distros add explicit -amd64v3 tags,
  such as latest-amd64v3 and latest-alpine-amd64v3, with versioned tags
  too. These builds optimize the embedded CPython runtime: Linux uses
  digest-pinned python-build-standalone v3 runtimes, and the other systems
  compile CPython from source. Dependency wheels keep their upstream
  build settings. The download guides recommend amd64v3 for compatible
  CPUs and call amd64 the compatibility build for other or uncertain
  hosts. Existing asset URLs, Docker tag defaults, and Homebrew, Scoop
  and WinGet downloads keep their current CPU requirements. The packages
  retain the same native architecture metadata, install paths and services;
  package managers do not check v3 support, so choose one variant per
  installation.

Both versions ran interleaved on one runner. Time metrics compare the best round of each and memory metrics the median. A negative change means faster or smaller.

A regression gates only when it exceeds both its declared limit and 2 noise bands. The +- column is that band: the round-to-round scatter of the two sides, combined in quadrature.
