The Bender.yml file in rtl/cve2 (and also rtl/timer_unit/README.md) were added later and are not found in their upstream repos, so it is necessary to add them as vendor patches. Otherwise when running
bender vendor initit will create a 'clean' checkout which involves deleting these files.
