chore: release v0.2.0 — align Cargo.toml/phi.yaml with runtime VERSION

Brings Cargo.toml, Cargo.lock and the phi.yaml manifest to 0.2.0 to match
the version reported by the binary (src/main.rs). Includes the serde_json
parser swap, release-archive install docs, and the phi-ext 0.3.0
/plan needs_args change.

ci(release): fix windows zip, cross-linker, and asset naming

- Windows: use PowerShell Compress-Archive (no zip in Git Bash)
- linux/arm64: install aarch64 cross linker and set linker env
- package archive into workspace root and report exact name via
  step output (old ../../ path escaped workspace; upload glob kept
  the 'v' prefix and matched nothing)
- checksums file now lives beside archives in artifacts/ and is
  uploaded with the 'v'-stripped name phi expects (checksums_0.1.0.txt)
