Initial release. Ready to test on real prototypes.

• a11y-example.md — a worked example: an annotated homepage with a few sections filled in
• a11y-annotate skill — the writing spec
• Wiring snippet for CLAUDE.md / AGENTS.md

The nine sections are settled. Still moving:

• Conventions inside sections
• Examples
• The finer details of how to write a good claim
