Add test PDF with OCG layers to test the potential enhancement to preserve OCGs when appending PDF files.

Please have a look at the test failures.

Additionally, I would probably rename the directory to something like 029-optional-content-groups.

I've updated the folder name and also the JSON entries to correct the test errors, though the original values I used were based on what I saw in the document properties of the PDF.

There is a difference between a creator and producer, and different applications might use a different verbose label.

I had missed updating the path, but now the tests have passed this time around. The test file in the main should work as the file name hasn't changed and is just targeting the RESOURCE_ROOT so it should be available for testing
