Pymodbus v3.16.1

Thanks to @wanjinhao1 a regression was found, that demanded pyserial installed. Thanks for reporting this...and to all, sorry for the inconvenience!

Changes:

• Revert changes to serialTransport (allow no pyserial). (#3044)
