Update gcc-toolset to gcc-toolset-13 on manylinux_2_28

Update gcc-toolset from gcc-toolset-12 to gcc-toolset-13 on manylinux_2_28.
This should hopefully come without too many disruptions for users of the image while providing a more recent compiler toolchain.
