I did some local testing, this patch appears to fix the problem I was seeing in #1099. |

Hey folks, our jenkins went red over the change and it would be nice, if you could make an release very quickly. Apart from that, thank you for your effort to contribute to setuptools and keep the thing running. It keeps our projects working in the majority of the time. |

My interpretation was wrong, fix #1099.
