Switch GitHub actions back to PEST++ develop branch

As part of PR #215 GHA checkout was set to feat_newtools to take advantage of PEST++ update to casting dum obs names.
Once PEST++ feat_newtools merged back into develop need to remember to switch this back in pyemu testing. @jtwhite79
