v4.15

A lot has happened this month, with the continued breakage of allanime (#1763) and the subsequent fixes in #1779.

Due to the changes in leadership at allanime, which give reason to believe that instability would continue if we kept this provider, we are now looking to change to a different one for v5. Until v5 is released, we will address any new breakage that may arise in the fix branch that was used in the latest PR.

I would also like to welcome our new windows maintainer @vorlie.
