Make several GH projects for stdlib modules public

As discussed in the Discord, these have been accidentally kept private. They would be useful for CPython contributors that are not members of the Python org. The projects that need publicising are:

• ipaddress issues
• Inspect issues 🔍
• enum issues
• Ctypes issues
• pathlib issues
• dbm and shelve issues

Note that this requires an org admin (cc @python/organization-owners if you could please take care of this, thanks!).
