Combine duplicate "Other Resources" sections on docs front page

Hey Pythonistas,

This issue is a follow up to issue #149902 and its associated PR #150030. As discussed in that PR, there are now 2 sections labelled "Other Resources" on docs.python.org. We decided it would be best to merge those changes and fix it with an additional PR, so I'm making this issue to track that and will be opening the corresponding PR in a few moments.
