Bug description:

For example, in this run:

Finished.
Using "C:\Program Files\Microsoft Visual Studio\2022\Enterprise\MSBuild\Current\Bin\msbuild.exe" (found in the Visual Studio installation)
Installing Python via nuget...
The system cannot execute the specified program.
Cannot locate python.exe on PATH or as PYTHON variable 

I've seen this on several backports, and re-running does not fix this.
