The pydoc module includes a list of topics that map
topic names used in the interactive help facility to
the names of HTML files in the standard documentation.

We need some facility to maintain this mapping as part
of the documentation. This facility needs to be
designed and implemented.

Since the mapping now uses section labels instead of file names, which
should be fairly stable, I'm going to declare this as "works for me".
