Draftwright 0.4.7

This patch release completes the production recogniser capability contract shared with
b123d-recognisers while keeping recognition policy and geometry ownership separate.

Highlights:

  • adds an exhaustive, fail-closed consumer capability declaration covering IR adaptation, DSL,
    generated code, drawing consumption, documentation, and completeness semantics;
  • adds the evidence-based STEP analysis completeness evaluator and independently licensed corpus;
  • documents and proves the two-repository recogniser development, canary, release, and rollback
    workflow;
  • pins and consumes b123d-recognisers 0.2.1, including the explicit scalar step-ladder boundary;
  • improves leader placement for issue #740;
  • keeps stable PyPI and numbered TestPyPI artifacts' package and embedded contract identities in
    sync, and makes installed-wheel contract validation independent of repository-only evidence files.
