v3.5

feat(constants): update admission requirements and add new constants

This commit updates the admission requirements and adds new constants for the manage rules page. This includes defining rules for English requirements, ranking selection, articulation and exit awards, course structure, satisfactory progress, progress status, award with distinction, and deferral.

These constants provide a structured and organized way to represent the rules for the manage rules page.
