Unable to include ... Container_*.phpfailures (#2873) - Key PHP tool sandboxes on
composer.jsonandcomposer.lockcontents instead of just the tool name, so each repository runs against its own packages instead of whichever repository installed first (fixing stale coding standards, "Referenced sniff X does not exist", and phantom PHPStan findings). PHP tools are reinstalled once after upgrading (#2872) - Lower the slop-one report's floating bar closer to the bottom of the page (#2869)
