W3 (ADR-245 Decision 8): free monthly cap on graph reasoning. Gate at the SDK
primitive (areason) so CLI, MCP, chat and server API are all covered; areason_stream
and graq debate carry their own gates. Tier from the VERIFIED licence only. Reasoning
invoked by another metered action is exempt via internal=True, passed in code — no env
var grants it. Fail-open on metering faults.

BREAKING (free tier only): calls past the cap raise ReasoningQuotaExceeded. Paid tiers
unaffected.

CR-010.R6: --headless/--json, normative exit codes, content-hash incremental rebuild.

Verified from the wheel built at this commit, installed in a clean venv: at cap ->
BLOCKED; GRAQLE_QUOTA_DIR repointed + PYTEST_CURRENT_TEST forged -> STILL BLOCKED;
internal=True -> ALLOWED.
