Reconnecting ethernet while booster in standby may re-enable channels

When the ethernet cable is plug cycled while booster is in Standby, channels have been observed to reset.

This is likely due to the Miniconf settings republication, and it results in a channel going from standby -> active when ethernet is plugged in and a broker is connected.

If there was a retained setting to enable a channel, re-enabling on ethernet reconnect sounds fine by me. (There was a disparity between reality and settings before, that comes about due to the button modifying the actual device state while the MQTT settings remain unchanged).
But if there is no setting in MQTT and this is just due to republichation then yes, republication should not change state.
Overall I think this would be nicely addressed by the proposed split of the MQTT settings request and settings telemetry/republication/ground truth namespaces.
