Please add TRACE-DB and SOFTWARE-EVOLUTION-LIBRARY (SEL)

After CL-ARROWZ (#1495), please add TRACE-DB, and the SOFTWARE-EVOLUTION-LIBRARY (SEL). The later relies on the two former projects.

TRACE-DB is a tool for writing, reading, storing, and searching of program traces (source and binary).

Can you please make sure the system definitions all have :author, :license, and :description metadata?

I've just pushed up a commit fixing the build issue.

I've also added :author, :license, and :description fields to systems where needed.
