BTW, 1 question: does quicklisp allow the library to autoload a function that signals an error to launch a restart menu?
Is it considered as a "load failure" if it uses a subclass of condition simple-error?
If so, I would like to also change the system names accordingly, so that

base library that does not	eazy-project.impl	eazy-project

I don't understand the question, sorry. What does it mean to autoload a function that signals an error to launch a restart menu? Does that mean that during a build it may signal an error and end up in the debugger?

eazy-project.autoload doesn't build now - same error with ASK.

Systems that don't build are not visible to Quicklisp, even if their source is present.

The goal of the autoloading mechanism (which isn't necessary as a library feature) is to launch a menu in the shortest steps as possible. Usually, doing something with a quicklisp library requires 2 steps, e.g. (ql:quickload :abc) and (pkg-abc:do-something). If it does not fit the purpose of quicklisp, I readily remove the autoloading part of the definition.

This library heavily relies on restart-bind, :interactive-function, :report-function mechanism in CL. They can print messages on the debugger menu, and the user can select an appropriate action (= restart) out of them.

ASK condition is meant to ASK the user to select something from the debugger menu. Therefore, while ASK is a subclass of SIMPLE-ERROR, the purpose of signalling ASK is not to alarm a erroneous condition, but to launch a debugger menu.

Choosing a restart from the debugger is followed by further signalling of ASK, which opens a debugger menu again, but with different sets of restarts, thus mimicking the widely accepted concept of hierarchical sub-menus in GUI widgets.
