Context
In the data pipeline for country dataset emissions, an error was found for generating the Northern Ireland emissions.csv file. See explained is this comment. This has been resolved in https://github.com/quintel/etdataset/pull/1087/commits/368593105d167d74b1851617be36fd4b2de5a081. This PR adds the corrected emissions.csv files for Northern Ireland and Great Britain.
