• Rank GitHub Actions cost per repository, workflow, and runner SKU from the detailed usage report CSV (--usage), and point to likely causes with file:line when --workflows is given.
• Optional measured, per-job cost from a saved Actions API cache (--runs), produced by ci-bill fetch or any other means.
• report, prices, and fetch commands. report and prices are offline (no token, no network). Only fetch uses GH_TOKEN or GITHUB_TOKEN.
• --json (schema_version 2), --budget, --fix-diff, --md, and --top N.
• Built-in Actions runner price table with sources and retrieval date.

Install

cargo install --locked ci-bill

There are no ready-made binaries in this release. Install from crates.io as above. The tests run in CI on Linux, Windows, macOS on Apple Silicon and macOS on Intel, and on Rust 1.85.

Known limitations

See the README: F4 counts jobs not cost; F5 cannot tell intentional retries from wasteful re-runs; only actions product rows are ranked; case-insensitive filesystems can collide on called-workflow cache paths.
