• cli diagnostics now use catchable warning and error classes for
  programmatic handling.
• Add an article showing GISCO ID service API and GISCO Address API workflows
  with ggplot2 examples.
• Query timeout can now also be controlled with the GISCO_TIMEOUT environment
  variable when options(gisco_timeout) is not set.
• Refactor tests to isolate cache state, use temporary cache directories and
  improve mocked coverage of cache and request helpers.
