Drop the ilo and ilo5 hardware drivers as they're deprecated upstream and removed in future releases so we're moving away from having them available.
Re-ordered the ironic drivers and their interfaces to be redfish first, followed by the Dell redfish overrides then legacy interfaces followed by the noop/no interfaces so that the priority of each interface is leaning towards newer interfaces.
We have no hardware that should be utilizing the ipmitool interface so retire it as a valid interface by default.

Removed the ilo/ilo5 hardware types. Removed the ilo and ipmitool interfaces. Re-ordered the interfaces in the order we want them to be used.
