Steps to follow to upgrade Postgres from 12 to 15

If you running gateway using cli, you can upgrade the postgres. Refer the steps documented here - https://github.com/radixdlt/babylon-nodecli?tab=readme-ov-file#4-upgrading-postgres-from-12-to-15
