Fixed Budget Logic for Prayer Section

When simulating rate changes in 'Modlitwa o Spadek Stóp', the monthly budget (payment + overpayment) now stays constant:

• Rate drops → lower payment → higher overpayment → faster payoff
• Rate rises → higher payment → lower overpayment (min 0)
• Supports annual budget raises (e.g., salary increases)

Example

With 800k loan at 6.5%, payment ~5396 PLN, overpayment 2000 PLN:

• Budget: 7396 PLN/month
• At 3.5%: overpayment becomes 3396 PLN (not 2000)
• At 9.5%: overpayment becomes 896 PLN (not 2000)

Technical

• New rate-simulation.ts module with 35 tests
• 71 total tests passing
