If the mode is set to "Auto-hide only when a window is maximized", then the taskbar will not be hidden when the second monitor's window is full screen, and it will work normally if the window is maximized.

What do you mean? That if I have monitors A and B, and monitor B has a full-screen window, then maximizing a window on monitor A won't cause the taskbar to hide? I tried this with fullscreen Chrome, Firefox and VSCode and the taskbar was hidden properly in the other monitor when I maximized a window.

Or do you just mean that when there's a full-screen window, the taskbar doesn't get hidden?
