Restores DP enforcement that was removed in v2.1.1, with a smarter approach that scales to task complexity.

  • spec-info.py: Phase-aware blocking — denies impl files without SPEC refs during implement/review phases, with actionable next steps (add trace, create spec, or downgrade rigor)
  • phase-context.py: Outputs rigor tier alongside phase: [DP phase: implement, task: DP-123, rigor: medium]
  • hooks.json: Hybrid command + prompt hooks — workflow nudge on UserPromptSubmit, compliance check on Stop
  • 23 new tests for spec-info.py covering all decision paths
