After using this package myself for many years, I might as well just release it as a stable version 1.0.
This version requires at least PHP 8.2 which is - at the time of writing - the PHP version shipped with Debian 12 (bookworm).
Compared to the ancient pre-release version, this one includes the following changes:
- add PHP Coding Standards Fixer configuration
- add numbered headings to README
- add table of contents to README
- add GitHub actions support
- add common command line options
- add strict types
- update to PHP 8.2 language level
- update PHP version requirement to 8.2
- update to PHPUnit 9
- update links to use HTTPS

- change PHPUnit configuration to use Composer autoloader
