Experimental Codex ACP C2 pinned runtime

Experimental pinned Codex ACP runtime for SAM's opt-in C2 validation.
This prerelease contains the reviewed Linux amd64/glibc Node 22+ runtime archive used by PR #2217. It does not activate ACP, change defaults, or establish live form/URL readiness. Production rollout remains gated on CI, staging image/runtime verification, human interaction continuation, and operational rollback.

The archive retains CLI/adapter licenses, source and build provenance, dependency lockfiles, upstream helper signature, and pinned catalogs. Consumers must verify the archive digest before installation and use the reviewed installer. Unsupported platforms fail closed. No credentials are included.
Reviewed package generation and installer: scripts/diagnostics/acp-runtime-distribution.md on sam/acp-runtime-distribution. Source tags remain CLI rust-v0.156.1 and adapter v1.13.1 with the reviewed SAM C2 backport; this is not an upstream version upgrade.
