Add starting-colour and intensity settings (1.4)

The palette was derived and hard-coded: a site could turn colours off but not
choose them. Two new settings, both clamped on save and defaulting to the values
that were previously fixed, so existing installs render identically.

- Starting colour (0-359) rotates the hue wheel, preserving the spacing between
  trees, so the palette can be brought closer to a site's own colours.
- Colour intensity (0-100) scales tint saturation and darkness together. The
  edge stripe keeps its strength at any setting, so trees stay distinguishable
  even at 0.

Numeric options are now clamped to declared bounds in hookConfig, and read back
through _numericOption(), which also covers values written before the bounds
existed. Previously a non-numeric indent or search threshold went straight into
the database.
