  • Initial GitHub Action: skip redundant CI on mid-stack pull requests after lower-layer changes and rebases.
  • Inputs: bottom-n, run-top, github-token, pr-number.
  • Outputs: should-run, reason, is-stacked, is-bottom, is-top, position, size.
