Added the ability to recycle a single Phantom connection instead of creating a new Phantom object for each request. This makes better use of resources for processes that will make multiple requests, but more importantly, it prevents binding to the same port multiple times and generating a EADDRINUSE error.

Also, catching up the version numbers to match the breaking change in the previous release.
