chore: bump versionCode 54->55, versionName 0.9.16->0.9.17

v0.9.17 — FLAC-only mode + deferred-track pipeline. New default for
existing users with lossless enabled: failed lossless attempts defer
under WAITING_FOR_LOSSLESS instead of silently substituting m4a.
Reactive retry triggers re-attempt on cookie change, lastKnownBadCookie
clear, and circuit-breaker reset. Home banner surfaces deferred count
with one-tap recovery actions.
