Security bump misses deployed lockfiles

High Severity

cryptography was upgraded only in requirements_compiled*.txt, but deployment paths still install from python/deplocks/base_deps/ray_base_deps_py*.lock, which remain pinned to cryptography==44.0.3. This leaves lock-based images and CI environments on the vulnerable version and creates inconsistent dependency behavior across install methods.
