Re-evaluate job rules after updates and record history

Job rules are now re-applied when a listing is updated, such as changes to description, skills, or company. Previous values are tracked, and any rule-driven changes to interest, suitability, or remote status are logged and recorded in history, including the rule responsible for the change.
