Many updates

• Rewrite most internal logic to properly include building upgrades.
• Display building count in tooltip.
• Prevent double counting of used and capacity for buildings with more than one use category.
• For Storage infoview, show actual used amount even if that is more than the capacity.
• For Storage infoview, show Mail Box separately from Post.
• For Vehicles infoview, replace Parked Vehicle with Parked Car At Facility and Parked Bike at Facility.
• For Vehicles infoview, add ability to show Residential Car, Parked Vehicle At Other, and Ferry.
• Add new Production infoview to show production of resources as a percent of production capacity.
• Replace some localizations with game translations.
