DSH macOS Notify 0.3.1

Continue the four notification priorities: standalone installation, settings, task aggregation and visible runtime/test status.

• Foreground quiet mode now keeps separate ordered window leases; a background window or delayed packet cannot clear another retained active lease.
• Stale child-turn events and duplicate starts after completion cannot flush a newer summary early or keep it waiting indefinitely.
• Safe test status distinguishes queueing, macOS acceptance, waiting for a click, opening and confirmed Desktop selection. Queue failure, rejection and timeout remain explicit; old or unrelated receipts cannot confirm the current test.
• Plugin/helper version mismatch is visible. Diagnostics expose only validated versions, coarse states and timestamps; private delivery history is bounded.

Validation: 61 Node tests passed with zero skips; native payload/receipt, AppKit layout and WebKit rendering regressions passed; fixed-head CI passed Node22, Node24 and macOS15 build/signature checks. The extracted102-file source package builds and installs independently with Command Line Tools; archive ownership and privacy checks passed.

The source package includes the helper build/install/upgrade/uninstall scripts. No prebuilt helper or official icon asset is distributed. Existing local installers preserve the previous app and preferences. Update both plugin and helper, then restart DSH Desktop normally. macOS acceptance alone does not prove a visible banner; final live Desktop reload/click acceptance remains separate from automated checks. Desktop0.2.0-rc.2 is the verified target; older OS/Intel real-device validation remains open.
