This rule was not part of any set and thus never used in practise. We're moving closed to structural rules and those that fit one of default sets. Rector should handle refactoring/upgrades, coding standard tools coding style.
That's why we remove this, and use better tailored php-cs-fixer rule: PHP-CS-Fixer/PHP-CS-Fixer#5651 instead,
that is also configurable 😉
