Upstream force-pushed and rewrote the v0.2.6 ticket harvest/inject feature
into a passive x-codex-turn-state response header relay. Remove the old
implementation (config namespace, wire start/stop, admin toggle, harvest
proxy, DTO redaction, frontend settings) and align with upstream's
simplified version to avoid carrying a divergent patch. Fork features
(monitor hub wiring, SSE sanitizer) preserved.
