Removes the durable disk flush from the proof-only startup counter. The counter is still appended and closed before validation, while the socket and credential canary remains unchanged. This keeps test-only disk latency outside the Windows launcher's two-second watchdog.\n\nChecks: 61 CI contract tests; format, lint, typecheck, public tree/docs/README checks, and dependency audit.
