Let the interceptor tests pin the flag-off world explicitly

The default flip left three tests asserting flag-off behaviour against
a flag-on ambient, which is exactly the red build the previous commit
shipped. setUp forces the historical world for the whole class and the
flag-on tests keep setting true themselves, so the suite no longer
depends on what the shipped default happens to be.
