Update dependencies

  • Add dep-update workflow and fix test fixtures

    Add Makefile with dep-update and test targets. The dep-update target
    runs uv sync --upgrade, aligns pyproject.toml specifiers to resolved
    versions via scripts/update-pyproject-versions.py, and validates the
    lock file. All dependency specifiers converted to ~= (compatible
    release). Fix test logger assertions to include unfiltered caplog
    records, and fix CRC kubeconfig path to use internal kubeconfig when
    tests start the cluster.
