The test was missing the testcontrol configuration required by
tsnet.ListenService (mirroring tsnet's own TestListenService):

- NodeAttrServiceHost capability with VIP mapping for the service
- Subnet route for the service VIP (100.11.22.33/32)
- DNS record mapping the service FQDN to the VIP
- RouteAll on the client (equivalent to --accept-routes)
- Dial by service FQDN instead of the node's Tailscale IP

Also fix shutdown timeout by closing the test connection before
cancelling the server context, and disable testcontainers ryuk in
devenv.nix for rootless Podman compatibility.
