v0.28.1

This patch release fixes two issues introduced in v0.28.0:

1. esbuild requires @redwoodjs/api-server to be installed: #2120, #2126
2. Fixing apollo-server-core by pinning it's version: #2127

Both of these issues are fixed via #2129
