Implications for Java Ecosystems, Vulnerability Disclosure, and Regulatory Compliance
Modern software systems routinely outlive the support lifecycles of the components they depend on. In Java ecosystems in particular, long-term stability, backward compatibility, and conservative upgrade practices mean that end-of-life (EOL) software is often still widely deployed long after upstream support has ended.
This paper argues that post-EOL security risk is not primarily a failure of patching discipline or organisational negligence, but a structural lifecycle problem created by misaligned incentives across open-source projects, enterprises, tooling vendors, and regulatory frameworks. Vulnerabilities affecting unsupported software are frequently under-reported or invisible, leading to distorted risk signals, brittle remediation decisions, and audit pressure that exceeds what engineering timelines can safely absorb.
Rather than advocating for perpetual maintenance or forced modernisation, this paper introduces a lifecycle control perspective: an approach that prioritises visibility, responsibility boundaries, and deliberate decision-making over reflexive patching. It examines how current vulnerability disclosure practices, software composition analysis tooling, and regulatory expectations interact — often unintentionally — to obscure real exposure in post-EOL environments.
The analysis is grounded in Java platform realities and is mapped explicitly to the intent of NIST SSDF, the EU Cyber Resilience Act (CRA), and DORA, demonstrating how clearer signalling and lifecycle awareness can improve compliance outcomes without expanding maintainer obligations.
